From what I have heard:
I have a patriot friend that works for DHS. His brother works for ICE. Which He sent me this, about Jade Helm 15:
"Well, I didn't get to meet with my contact today afterall but i can tell you that a select few of us (of the same mindset) were informed through unauthorized releases of info that Operation J.H. has a lot to do with there being a strong belief by "higher ups" that we are about to be attacked. Not on the scale of 9/11 but a Red Dawn type event. They're dead serious too. Gear, weapons equipment and troops have been prepositioned over the past year or so to better defend the country from the south (* crucial). It is no coincidence that the Ops conclude in September either. There are credible fears that our economy might be "collapsed" in the latter part of this year. It is expected to cause food shortages, water shortages, fuel sshortages and that crime will skyrocket and make the entire country vulnerable to attack from outside. So as Americans riot, and fight amongst one another just to survive... terrorist elements will stream north from Mexico."
