(CNSNews.com) - In a speech delivered last month to commanders and other personnel in the Iranian Air Force, whom he described as “officials who have very sensitive occupations,” Grand Ayatollah Ali Khamenei—Iran’s Supreme Leader and commander in chief—boasted that Iran had enriched uranium to the 20-percent level.

At the same time, the Supreme Leader noted that his government had agreed to shut down its production of 20-percent enriched uranium “for a while” in its effort to reach a deal with United States and other foreign powers that would include lifting the sanctions now imposed on his country.

“It was a very great achievement to produce 20-percent uranium,” the ayatollah told a Feb. 8 Iranian Air Force gathering, according to a transcript posted on his website.

The audience of Air Force commanders and other personnel responded to this with a chant, according to an English-language transcript produced by BBC Worldwide Monitoring and available through Nexis.

“Allah Akbar [God is great],” they chanted, according to the BBC transcript. “Khamenei is the leader. Death to the enemies of the leadership. Death to America. Death to England. Death to hypocrites. Death to Israel.”

Director of National Intelligence James Clapper has testified in Congress that Iran has the technical capability to build a nuclear weapon and that whether it does so will be personally decided by Ayatollah Khamenei.

“Clearly, Tehran has the scientific, technical and industrial capacity to produce them, so the central issue is its political will to do so,” Clapper told the Senate Armed Services Committee on April 18, 2013. “Such a decision, we believe, will be made by the Supreme Leader, and at this point we don't know if he'll eventually decide to build nuclear weapons.”

Then-Armed Services Chairman Carl Levin asked Clapper: “Have they made a decision, in your assessment, to produce nuclear weapons?”

“They have not,” said Clapper. “We continue to hold that they have not yet made that decision. And that decision would be made singly by the Supreme Leader.”

Clapper echoed this assessment in another Senate Armed Services Committee hearing held last week.

“Iran will face many of the same decision points in 2015 as it did in 2014,” he said. “Foremost is whether the Supreme Leader will agree to a nuclear deal. He wants sanctions relief but, at the same time, to preserve his options on nuclear capabilities.”

“We believe the supreme leader would be the ultimate decision maker here,” Clapper said. “As far as we know, he's not made a decision to go for a nuclear weapon.

“I do think they certainly want to preserve options across the capabilities it would take to build one,” Clapper said. “But right now they don't have one, and have not made that decision.”

At a background briefing sponsored by the White House on Sept. 25, 2009, “senior administration officials” explained that Iran had twice been caught secretly constructing a facility for enriching uranium—first at Natanz and then at Qom. One of the officials at this briefing explained why the administration believed the second facility appeared particularly designed to produce enriched uranium not for peaceful use but for a weapon.

“[T]he Iranian nuclear issue first became public back in 2002, when it was revealed that Iran was building a secret underground enrichment facility, which we now know as the Natanz facility,” a senior administration official said at that briefing. “Once the Iranians were caught building the secret underground enrichment facility with centrifuge machines in it, they were forced to declare the facility, to allow the IAEA inspectors to inspect the facility and to place it under safeguards.”

“So the obvious option for Iran would be to build another secret underground enrichment facility, and our intelligence services, working in very close cooperation with our allies, for the past several years have been looking for such a facility,” said the senior administration official. “And not surprisingly, we found one. So we have known for some time now that Iran was building a second underground enrichment facility. And as the president mentioned this morning, it's located [at Fordo] near the city of Qom, a very heavily protected, very heavily disguised facility.”

“Our information is that the facility is designed to hold about 3,000 centrifuge machines,” said this senior administration official. “Now, that's not a large enough number to make any sense from a commercial standpoint. It cannot produce a significant quantity of low-enriched uranium. But if you want to use the facility in order to produce a small amount of weapons-grade uranium, enough for a bomb or two a year, it's the right size. And our information is that the Iranians began this facility with the intent that it be secret, and therefore giving them an option of producing weapons-grade uranium without the international community knowing about it.”

Another problematic Iranian nuclear project is a heavy-water reactor it is building at Arak.

“Iran is constructing a heavy water-moderated reactor at Arak, which, according to Tehran, is intended to produce radioisotopes for medical use,” said the CRS report published last month.

“The Arak reactor is a proliferation concern because heavy water reactors produce spent fuel containing plutonium better suited for nuclear weapons than plutonium produced by light water moderated reactors,” said the CRS report.

In his speech last month to his Air Force commanders, Ayatollah Khamenei first stressed that he supported a nuclear deal that is “workable.” He then went on to praise Iran’s achievement in enriching uranium to the 20 percent level and hailed the construction of the Arak reactor and the Fordo uranium enrichment facilty.

“I want to say that first of all, I consent to an agreement that is workable,” said the ayatollah, according to the translation of his speech posted on his official website. “Of course, I do not mean a bad agreement. The Americans constantly repeat, 'We believe that making no agreement is better than making a bad one.' We too have the same opinion. We too believe that making no agreement is better than making an agreement that is to the disadvantage of national interests, one that leads to the humiliation of the great and magnificent people of Iran.”

In mentioning that the Arak and Fordo facilities had been closed—which was done as part of the temporary agreement (or “Joint Plan of Action”) that Iran made with the United States, France, the United Kingdom, German, Russia and China, the ayatollah stressed that these facilities were closed “for now”---according to the translation posted on his own website.

“The Iranian side has done whatever it could to reach an agreement,” the ayatollah said. “It has done many things: it has stopped developing enrichment machines. Well, it deemed it necessary to stop these machines for a while. It has stopped producing 20-percent uranium which is a very great feat. It was a very great achievement to produce 20-percent uranium.”

“Those who are experts on this matter know that producing 20 percent from 5 percent is much more significant than producing uranium which is higher than 20 percent,” said the ayatollah. “However, our youth and our committed scientists did so.

"In any case," he said, "the Iranian side stopped this because negotiations required it. The Iranians have closed the Arak Factory--which was a very great achievement and a very important innovation in the area of technology--for now. They have closed--for now--Fordo which is one of the best innovations made by our domestic forces for the sake of ensuring the security of our centrifuges. They have achieved so many great tasks. Therefore, the Iranian side has acted in a reasonable way. It has acted according to the requirements of negotiation."

Toward the end of his speech, the ayatollah indicated that his over-arching goal is to have sanctions lifted from Iran.

“Everything that is done is for the sake of taking the weapon and option of sanctions away from the enemy's hands,” he said.

“However, if they fail to make such an agreement, the people of Iran, officials, the honorable administration and others have many different options,” the ayatollah said.

“By Allah's favor,” he said, “the people of Iran will show on the 22nd of Bahman, that those who want to humiliate the people of Iran will face their counterblow.”

According to the BBC, 22nd of Bahman—or February 11—is the anniversary of the Iranian Revolution.

At this point in the BBC transcript of the speech, the audience of Iranian Air Force commanders and other personnel repeated the chant they had made earlier in the speech: “Allah Akbar. In the condominium complex in Casa Grande, Arizona, where I have a unit, a visit was made yesterday by a group of 4 men in a black Suburban with lots of antenna’s on the roof. The management of our large group of condo’s was asked to open the door of my unit. The badges were a combination of many different alphabet agencies including my former one. Interesting because after I posted about EMP’s and missing nukes my phone rang late in the evening and I was requested to cease and desist. My posts have been removed. I am not however repentant, nor cowed. Iran Nuclear Deal: Bad News To Republicans, Israel, North Korea

Israel and Republicans in the U.S. Congress now share common cause with North Korea on one critical topic: they hate the nuclear deal that  negotiators from the U.S. and five other countries have struck with Iran.

While Israeli leaders and commentators denounce the agreement and Republicans vow to fight it in the U.S. Congress, North Korea has already stated that it will never give up its nuclear weapons. Six-party talks with North Korea, hosted by China, screeched to a halt nearly seven years ago and aren’t likely to resume as long as North Korea really has nothing to talk about.

That doesn’t mean, though, that North Korean leaders will not be watching closely to see how the deal works out even if they’re not going to follow Iran’s example.

North Korea and Iran are not about to break off close ties forged in cooperation not only on nuclear technology but on missiles and other weaponry.  Iran has sent teams of advisers to North Korea to witness and assist on long-range missile development while North Korea has exported short and mid-range missiles to Iran along with both experts and laborers to work on Iran’s nuclear facilities.

The huge difference, of course, is that Iran professes to be dedicated only to producing nuclear energy for industrial purposes while North Korea is interested only in making warheads.

Energy-poor North Korea, relying on China for all its oil, lost its chance to obtain twin nuclear energy reactors, promised under the 1994 agreed framework with the U.S., when revealed eight years later to be developing highly enriched uranium after having shut down its plutonium program under terms of the agreement. Construction of the twin energy reactors soon stopped, and North Korea resumed building warheads with plutonium and possibly uranium.

Skeptics of the Iranian pledge to downsize its number of centrifuges and stop enriching most of its uranium while agreeing to on-site inspections point out that Korea is now fabricating centrifuges with technology acquired from Iran and from A.Q. Khan when he was running Pakistan’s nuclear program. North Korea is believed to be gearing up for a fourth nuclear test — this one with a device powered by uranium.

The deal with Iran, though, is sure to give pause to North Korea’s nuclear ambitions for a number of reasons.

One is that China, North Korea’s only ally whether North Korean leaders like it or not, is fairly well committed to opposing their nuclear ambition and can slow the flow of oil, as well as food, any time.

Another is the nuclear deal with Iran calls for an end to sanctions if Iran really complies with the terms.  North Korea may not be ready to give up its nukes but might be amenable to an agreement to stop producing them in return for relaxation of sanctions imposed by the UN after its nuclear and missile tests.

Not that North Korea will be ready to resume six-party talks right away — or even in the near future. It does mean, however, that at some stage the North might agree to return to the table with a view to some sign of concessions — an understanding that the U.S. and South Korea demand in advance so the talks won’t be totally useless.

Experts in Washington seem just about unanimous in agreeing, no way will the Iran deal have an impact on North Korea.

Scott Snyder at the Council on Foreign Relations told South Korea’s Yonhap News that “North Korea is in a different situation from Iran, because it has shown no interest in coming back to talks on minimally acceptable terms to the administration.” Alan Romberg at the Stimson Center was quoted as saying “Iran has obviously shown a willingness to curtail its still-nascent program and forgo nuclear weapons” but “North Korea has not — so there really are no parallels.”

North Korean leader Kim Jong-un, however, may be in a somewhat different mood after making his first trip outside the country next month — to see Russian leader Vladimir Putin. Russia has formed close ties with both Iran and North Korea — the former as a foil to U.S. aims in the middle east, the latter to counter Chinese influence in North Korea and the U.S. alliance with South Korea.

Putin could suggest to Kim  the advantages of putting on a show of conciliation. North Korea, like Iran, could be the recipient of Soviet arms and aircraft needed to replace its fleet of aging MiGs, gifts from the Soviet Union.

That might not be good news for the U.S., South Korea — or China — but could be persuasive when it comes to persuading North Korea to scale down its nuclear ambitions.  Would North Korea really want to remain the odd man out when offered all that — and maybe, some day, relaxation of onerous sanctions?

Israeli Prime Minister Benjamin Netanyahu on Tuesday delivered a sharp rebuke to President Barack Obama by telling Congress that an agreement being negotiated under Obama’s direction is a “bad deal” that won’t prevent a nuclear Iran, and would instead ensure Iran can develop a bomb.

“That’s why this deal is so bad,” he said. “It doesn’t block Iran’s path to the bomb, it paves Iran’s path to the bomb.”

Netanyahu’s roughly 40-minute address was delivered without the approval of the Obama administration, which warned that the U.S. shouldn’t be seen as supporting a national leader so close to his country’s election. But by the end, it seemed clear that the Obama administration might now have to be much more worried about the contents of the speech itself, which undercut much of the work U.S. officials have done over the last year to secure some kind of agreement with Iran.

The speech, marked by several standing ovations, also seems to have infused Republicans and even many Democrats with a tough but clear foreign policy direction on Iran that has been lacking under the Obama administration.

Netanyahu dismantled the nuclear negotiations first by saying Iran has not shown any goodwill toward Israel or other nations, and instead continues to support terrorist acts around the world. He said Iran’s brutal actions undercut its promise to negotiate, and belie the idea that Iran can somehow join the community of nations under its current leadership, Supreme Leader Ayatollah Ali Khamenei.

“So at a time when many hope that Iran will join the community of nations, Iran is busy gobbling up the nations,” he said. “We must all stand together to stop Iran’s march of conquest, subjugation and terror.”

He also dismissed the idea that Iran can be trusted because it’s fighting the Islamic State.

“Iran and ISIS are competing for the crown of militant Islam,” he said. “In this deadly game of thrones, there is no place for America or for Israel, no peace for Christians, Jews or Muslims who don’t share the Islamists’ medieval creed. No rights for women, no freedom for anyone.”

“So when it comes to ISIS, the enemy of your enemy is your enemy,” he said.

Turning to the agreement, Netanyahu said publicly known details about it show two major flaws. The first is that it would leave Iran with a functioning nuclear apparatus that would give Iran a short “breakout” time to get to a nuclear weapon whenever it wants.

“Because Iran’s nuclear program would be left largely intact, Iran’s breakout time would be very short, about a year by U.S. assessments, even shorter by Israel’s,” he said. He also dismissed the agreement’s idea of using inspectors to make sure Iran is complying with the agreement, and said those inspectors would not be able to stop any violations they might find.

The second major flaw, which many Republicans have noted in Congress, is that it would appear to expire after a decade, leaving Iran free to pursue weapons after 10 years.

“A decade may seem like a long time in a political life, but it’s a blink of an eye in the life of a nation,” he said. “It’s a blink of an eye in the life of our children.”

“We all have a responsibility to consider what will happen when Iran’s nuclear capabilities are virtually unrestricted and all the sanctions will have been lifted,” he added.

Netanyahu said Secretary of State John Kerry himself has agreed that Iran could legitimately produce nuclear material after the deal expires, and said countries must not count on Iran changing because of the huge concessions the U.S. is preparing to make.

Instead, he said giving Iran this deal and easing economic sanctions would let Iran continue to terrorize the world, enjoy a healthier economy, and would even force others in the Middle East to pursue their own weapons programs.

“This deal not a farewell to arms, but farewell to arms control,” he said.

Netanyahu said a deal should instead be based on new commitments from Iran to stop its aggressive actions against its neighbors, stop supporting terrorism around the world, and stop its threats to destroy Israel.

“If Iran wants to be treated like a normal country, let it act like a normal country,” he said.

He noted that the Obama administration has said repeatedly that no deal is better than a bad deal, and concluded by saying that as it stands now, the emerging agreement is bad and should be rejected.

“Well, this is a bad deal, this is a very bad deal and we’re better off without it,” he said. And while some have said war is the only alternative to an agreement, Netanyahu dismissed that and said, “The alternative to a bad deal is a much better deal.”

As he did Monday, Netanyahu stressed that he does not want his appearance at Congress to be seen as political, and he went out of his way to thank both Republicans and Democrats for their support of Israel. He began and ended his speech by thanking members of both parties for their support of his country

“I can promise you one more thing,” he said. “Even if Israel has to stand alone, Israel will stand.”

“But I know that Israel does not stand alone,” he added.” I know that America stands with Israel. I know that you stand with Israel.”
