The death of Malaysian terrorist Zulkifli bin Hir, alias Marwan, as confirmed by the US Federal Bureau of Investigation (FBI), proves that the controversial police operation in Mamasapano, Maguindanao last Jan. 25 was a success, a congressman said yesterday.
“It is proof that the PNP-SAF accomplished its mission by neutralizing a terrorist suspect wanted by both the US and Philippine governments,” Rep. Elpidio Barzaga Jr. of DasmariƱas City in Cavite said, referring to the Philippine National Police Special Action Force.
“It also proves that President Aquino was right in approving Oplan Exodus and ordering law enforcers to arrest suspected terrorists,” he said.
Oplan Exodus was the blueprint for the SAF mission in Mamasapano.
Isabela Rep. Rodolfo Albano III said Marwan’s killing, as confirmed by the FBI, was a big accomplishment on the part of the Aquino administration in general and the PNP and SAF in particular.
“Our policemen eliminated a suspected terrorist blamed for hundreds of deaths here and abroad, though they lost 44 of their colleagues,” he said.
Had it not been for some operational lapses, he said SAF could also have killed or captured its two other targets – Amin Baco, another suspected Malaysian terrorist, and Marwan’s Filipino associate Abdul Basit Usman.
He noted that based on Oplan Exodus, Baco and Usman, like Marwan, were also wanted by the US and Philippine governments.
“In fact, according to the text messages the President has allowed to be revealed, after he was informed that SAF commandos had killed Marwan, he was inquiring about the two targets and asking our policemen not to let them escape,” he added.
Albano pointed out that based on the testimonies of SAF survivors, the two were just hiding in a hut not far from Marwan’s hideout, and fled when members of the assault team engaged Marwan.
Eastern Samar Rep. Ben Evardone agreed with his two colleagues, saying Marwan’s death is a major accomplishment of the Aquino government in the campaign against terrorism.
This should ease pressure from administration critics demanding liability from the President for the Mamasapano incident.
FBI final confirmation of Marwan’s death came over the weekend. The FBI said it has removed the suspected Malaysian terrorist from its most wanted list.
The US had offered $5 million for Marwan’s capture. It is not clear to whom the reward would go.
Meanwhile, Albano urged the House ad hoc committee on the proposed Bangsamoro Basic Law (BBL) to invite members of the council of citizen leaders formed by the President to its hearings on the measure.
“It would be a mutually enlightening opportunity for members of the Palace citizens peace council and legislators to openly discuss the controversial issues hounding the BBL, specially the legal infirmities and unconstitutional provisions that have thwarted its enactment into law,” he said.
Cagayan de Oro City Rep. Rufus Rodriguez, committee chairman, has expressed his intention to invite council members to the panel’s closed-door hearings from April 20 to 30.
The PNP welcomed the FBI’s final confirmation that Marwan was killed in Mamasapano.
